The British government says it is not illegal to conduct a parallel vote tabulation (PVT) system in an election.

The British High Commissioner in Zambia, Tom Carter says his government believes the system is used for independent verification of election results.

Mr. Carter said that the decision MMD presidential elections in 2008 took advantage of the system, but are now afraid of him.

He also said his government is convinced that general elections in Zambia will be free and fair.

Mr.Carter said that the international community is closely following the tripartite elections in Zambia to ensure that the polls would be free and fair.

He was on the debate ccommenting PVT, which was criminalized by the government of President Rupiah Banda said with some diplomats to shut-up before being deported to their country.

Parallel vote tabulation (PVT) would be acceptable if done in Zambia by people of high integrity with proven and well-versed in election monitoring. The challenge in Zambia is that some stakeholders do not trust those who want to undertake this exercise, which is the first reason why PVT may cause more harm than good.NGOs that support the PVT (disagree, AVAPI, TIZ etc.) have had their share of controversies and their integrity is not completely certain, they have little moral authority to defend the PVT and run it. It becomes difficult to watch these NGOs and feel they can ensure that their tables of election results will be accurate and reliable especially when there seems no way to control them. These civil society organizations will be mainly driven by their donors and not the will of Zambians. So we do not speak for the Zambians, but foreign governments and organizations that pay them.Not one of them can claim the mandate of Zambians. It is foreigners who are living. Why should we lose faith in a national institution such as Zambia, the Electoral Commission and have faith in NGOs, whose every breath is paid by foreigners? Which NGOs, pays its own way? All NGOs are traitors, parrot their act together, foreign or local. For NGOs, it actually means running a huge budget. Ensuring that they have their own polling agents at polling stations, clean transport, vehicles and bicycles and operate their own broadcast station and shopping.Therefore I rest my faith, as in the Constitution and the law, as they are. These NGOs should stop their posture of foreign inspiration and stop pretending they speak for the people of Zambia. Moreover we know that these NGOs to be partisan - the two extremes. We have always spoken for ourselves - through the ballot box.
